Start the sprint based on condition

      • The user who has the manage sprints and schedule issue permission can start a sprint 
      • We would like to propose a condition in which an sprint can be started
      • For example If all the issues in the current sprint have the custom or system field added or if the issue is has a particular status only then it should allow the sprint to be started
