Misleading validator's error message appears for requests failed to be created

      Problem

      When a request cannot be raised due to permission issue, the form does not display the correct message but it indicates missing fields.

      Steps to reproduce the issue
      1. Add a permission validator to the Create Issue transition. For example, Only users with Create Attachments permission can execute this transition.
      2. Log in and raise a request as the customer who does not have the required permission.
      Expected result

      The request cannot be created with an error on the form, indicating that the user does not have the permission to raise the request.

      Actual result

      The following error is displayed:

      Your request could not be created. Please check the fields have been correctly filled in

      The error on the form and also in the Network tab is misleading, it is about missing required fields instead of permissions.

            I can't believe this is not an important issue...The error message does not appear correctly on whole Service Desk. This is ridiculous and this is a two years old ticket.
