Using the default Service Desk Permissions doesn't direct customers to Service Desk

      Customers are not directed to Service Desk. Customers need JIRA access to go to Service Desk.

      Currently there's no way to force users to use the Customer Portal - they can still create issues normally.

      **This a reoccurrence of a previous bug.
