Service Desk "Queues" screen does not respect JIRA's "Inline Edit" System setting

      Summary

      This seems to be a regression of JSD-2419 / JRA-59259. The fix was planned for JIRA 7.2.0 / SD 3.2.0 however the new sidebar in SD 3.2.x seems to be failing the fix.

      Step to reproduce

      1. Go to JIRA Administration -> System -> General Configuration -> Edit settings -> Disable Inline Editing
      2. Search for an SD request from Issue Navigator and open it
        -> Inline Editing is Disabled correctly
      3. Go to the Queues of the SD project and open the same SD request
        -> Inline Editing is Possible

      Suggestion

      It would be better to make this feature independent of JIRA's General Configuration, so it's up to admins to decide where inline editing should be enabled/disabled.
