No notifications for issues not created via Service Desk

      No notifications for issues created not via ServiceDesk. For example, issues that are created via mails.

      Expected behavior

      SD should apply the same notification system to all issues in an SD project regardless the method of how the issues got created considering that JIRA default notification won't work in SD project.
