Problem
As compared to JIRA Software, JIRA Service Desk projects have limited options to pick comment visibility settings from. While in the prior, you can adjust comment visibility to project roles and groups, in Service Desk, the only option you have is Internal or Share with Customer.
Suggestion
Allow comment visibility to be specified more fine-grained to allow agents and project administrators to adjust visibility further.
