Ability to decide the comment security per Service Desk project

      JIRA Service Desk 2+ introduced a new way for restricting comments. This will not work in all Service Desk scenarios.

      It would be great to choose per project if i want to use:

      • Role / Group based comment security like in all other JIRA projects
      • New Service Desk comment security (to customer / internal)

      In booth cases i want to have the add attachment feature (JSD-610).
