Allow users vote on issues in Service Desk

      Issue Summary

      We would like users to be able to vote in Service Desk if they happen to be experiencing an issue similar to the one originally reported.

            Though now  'Closed', this issue doesn't appear to have been fixed in Server - it is marked as a duplicate of issue JSD-1743 but that issue (also not resolved) is for the Cloud version.

            This would be a very desireable feature and one that has been requested by a number of our customers - please reconsider implementing a solution to provide this functionality in the customer portal - it is only partially useful if only an option for agents.

            Is this done in the service desk? We also want to have voting enabled on customer portal.
