Sharing attachments with no comment does not make the attachment visible in the Customer Portal

      Issue Summary

      When adding an attachment via Agent View with no comment entered, the attachment does not become visible in the Customer Portal

      This is a reoccurrence of JSDSERVER-6706 (Fixed versions: 4.5.4 and 4.8.0)

      Steps to Reproduce

      • In the UI (Agent View), click on the Comment box, then drag and drop an attachment to the issue
        • It sometimes opens the comment pop-up with the attachment to click on Share with customer/internally, but the bug only happens when this pop-up doesn't show, and the attachment gets automatically uploaded

      Expected Results

      The Activity tab shows 'user XXX added a comment', and the file is visible in the Customer Portal view

      Actual Results

      The Activity tab shows 'user XXX made changes', and the file is missing from the Customer Portal view

      Workaround

      Adding attachments as comments
