On Add comment page Add attachment icon disappear when click on it

Issue Summary

If you load into an issue in Service project, and click 'Add Comment' this will cause the Add comment text to open as a new page, with the URL BASEURL/secure/AddComment!default.jspa?id=<XXXX>)

On that new add comment page when you click on the attachment button it will disappear. This bug seems to be the result of a bug JRASERVER-74568 and JSDSERVER-11937

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Load into an issue
2. Click Add Comment,
3. Add comment should load as a new page.
4. On the new add comment page click on the add attachment icon and it will disappear. 

Expected Results

I expect when we click on attachment icon it should give option to browse files to attach.

Actual Results

Attachment icon will disappear when click on that.

Workaround

Currently, the only workaround is to use Click add comment at the bottom of the issue page and add attachment from there.
