Currently, Jira does not respect the language a customer interacts in.

      Scenario 1

User is not logged in (using browser language detection as Japanese)
User sees the respective form in Japanese, fills this out the form and their email.
Emails are received in English and the Request Language setting is set to "Language Unknown".
Changes to the Request Language by the service desk agent has no effect on the emails being sent.

Expected In this case changing the Request Language should change the language emails are being sent in. The Request Language should also have been set to whatever language was detected from the Browser at the time of creation.

      Scenario 2

User is logged in (using browser language detection as Japanese)
User sees the respective form in Japanese, fills this out the form and their email.
Emails are received in English and the Request Language setting is set to "Language Unknown".
Changes to the Request Language by the service desk agent has no effect on the emails being sent.
If the User changes their language in the Profile to Japanese will correctly send emails in Japanese.

Expected At time of creation the Request Language should be set to the current Browser Language. All emails to the User should respect this value, even if changed by a service desk agent, unless the user changes the language value in his/her profile.

      Scenario 3

User is logged in and has set language to Japanese.
User sees the respective form in Japanese, fills this out the form and their email.
Emails are received in Japanese and the Request Language setting is set to "Language Unknown".
Changes to the Request Language by the service desk agent has no effect on the emails being sent. (As expected)
If the User changes their language in the Profile to Japanese/English will correctly send emails in Japanese.

Expected At time of creation the Request Language should be set to the users selected language. If the user reverts their language back to "Browser Detected" then emails should be sent using the "Request Language" value.
