Administrators without JIRA access cannot raised issue via email

      Summary

      Users who are members of administration groups and doesn't have a JIRA license won't have permission to create issue via email.

      Steps to Reproduce

      1. Create a user with administrators group 
      2. Then, add the user to Jira Service Desk project customer list.
      3. Then, send an email to Jira Service Desk email request

      Expected Results

      Email create an issue

      Actual Results

      Failed to create issue . Error display :-

      You are not authorized to access this Service Desk.
