Summary
Licensed Confluence users and JIRA admins without JIRA application access cannot access customer portal or create tickets via email
Environment

- Version: JIRA Service Desk - 1000.1931.0
Steps to Reproduce
- Create a user and add them to "jira-administrators" or "administrators" groups
- Add the user to the JSD project Customer list or Service Desk Customer role
- Make sure customer permission allows anyone to access the portal
- Access the portal or send an email to the Email Request
Expected Results
Access portal successfully or requests created via email
Actual Results
- If the user tries to access the portal, error shows You don't have permission to view this portal.
- If the user sends an email to create a request, email log shows: You don't have permission to access this Service Desk.
Notes
(Optional - If Necessary)
The same result for JIRA admins access without application access.
Users without any application access has no problems accessing the portal
You won't be able to raise tickets on behalf of the user.

Grant JIRA application access to enable creating requests
