Allow customer to be the default reporter of Issue Collector

      Problem Description

      Assigning SD Customer as default reporter of Issue Collector will cause feedback creation failed with below message.

      Sorry, you can't create any issues right now, as you need to have access to a JIRA application to be able to create issues. To gain application access you need to be a member of a group assigned to an application.
      Don't worry though! We've logged this problem and will look into it soon!

      This is due to SD customer doesn't have application access even though he can still create issue though email and Customer Portal.

      Suggested Resolution

      Allow SD customer to be the default reporter of Issue Collector without granting Application Access.
