Allow use of Tempo timesheets in Service Desk without Agent access

      The Tempo timesheets plugin is really good and would be ideal for us, if only I didn't need to make my developers into Agents in order to use it on projects with a service desk.

      I have had to disable the plugin now unfortunately as I would not want my development team to have Agent access and I need a solution that allows the time for both my Help Desk team and my development team to log time.

      Suggestion - to enable the use of work logs for service desk contributors.
