The ability to reflect translation for submitted form, if user changed language preference.

      We can add translations for Form- Add translations to a form
      However, once a form is submitted, it is saved in the language in which it was submitted and if the user change the language preference, the translated values are not displayed.

      It would be better if the user change the user's language preference, the submitted form should also reflect that language preference(added translations).

      Steps to Reproduce

      1. Account preferences > set language Englich(US)
      2. Create Form and add translation(example: Deutsch)
      3. Create request including a form. Form is saved and shows in English.
      4. Change Account preferences > set language Deutsch
      5. Reload a request, but Form shows in English.
