Create a way to disable comments from email vs creating issues from email and vice versa

      In ServiceDesk, if you enable email usage, then both issues from email and comments from email are enabled.

      There's no way to disable one but leave the other one on. It's also not possible to edit permissions, as we know, nor can you edit the existing mail handler.

      Workaround: Set up JSM mail handler to only allow comment on existing issues but prevent creating new issues from emails
