Allow customers to raise requests in HipChat

      People in organisations that use both JIRA Service Desk and HipChat will be able to create a request in HipChat, and converse with agents about their request. HipChat conversation on the request becomes part of the request activity thread. Comments made by agents would be visible to customers in HipChat and vice versa.
