Enable Project Admin to clone a request type

      Background:
      Requests types are awesome because they sit on top of JIRA issue types. You can re-use the same issue type and then hide fields and give them preset values per request type.

      Now here is the thing. Requests types might only differ in the way those fields are filled. So it would be great if the admin could clone an existing request type and then modify the respective fields. See screenshot attached.
