Should be possible to sign up a new customer in portal

      When e.g. receiving a phone call from a new customer, we need to be able to easily create the request on behalf of the contact.

      Currently, the user needs to be an existing customer of the Service Desk in order to be selectable from the "Raise this request on behalf of" picker.
