Deleting users that have reported issues

    Description

      At my company we have a lot of people coming and going. JIRA's user administration is getting clogged with users who are no longer active. Almost all have reported issues, and as such can not be deleted. (As a temporary solution I've put all those users in a special group.)

      If the delete user function may not delete such users - can you implement a "deactivate user" function?
