Current Behavior
Links between issues in separate JIRA instances show up in the Issue Links section even if the user viewing the issue does not have permission to view the issue in the remote JIRA instance. When two issues in the same instance are linked, the issue link will not be visible if the user does not have the ability to view the linked issue.

JRA-62412is an example. - The ability to view remote links is currently expected behavior according to
JRA-31360
Suggested Behavior
Make it so that issue links to remote JIRA issues do not show if the user does not have the ability to view the issue in the remote instance.
- Note: A complete solution will include resolving JRA-28511 so that the link does not show in the history.
