Current Behavior
When linking externally to other Jira instances, the user is presented with all the instances which are linked, even when they do not have account permissions on each one of them.
Separate JIRA instances show up in the Issue Links section even if the user viewing the issue does not have permission in the remote JIRA instance. This is similar to JRASERVER-63246 where the remote links visibility is not controlled by remote permissions.
For example, a use case is when a single JSM is shared across different customers, each of them having their agents team. All of the agents teams would be able to see the name of each linked Jira server (probably from other customers) when linking issues in their corresponding JSM projects.
Suggested Behavior
Make it so that remote JIRA instances do not show if the user does not have permissions in the remote instance.
