Within my Jira instance I have for example two project. I have access to project A but not for project B. There are two related issues A-1 and B-2. A-1 is blocked by B-2 so B-2 have to be solved before A-1 can be completed.
Due to my insufficient permissions for project B I am not able to see B-2 in the Issue Links but the relation still exists. Within the comment section it realized that issue "tags" for which you have insufficient permissions won't converted into hyperlinks but visible as plain text.
Please do so with the Issue Links. Do not actual hyperlink the issue but - please - display the info that there are some/any relations.
