Adding a comment through email containing attachments should trigger 'Issue Commented' event

      When adding a comment through email that contains attachments, the system triggers an 'Issue Updated' event.

      This is a problem because most users have images in their email signatures and the comments end up being added with unintentional attachments, which triggers an 'Issue Updated' event. If a user doesn't want to get notified every time the issue is updated but want to get notified whenever a comment is added, the user will receive nothing.

      These events should be triggered separately, the comment should fall under the 'Issue Commented' event and the file attachment should fall under the 'Issue Updated' event.
