When attaching a file and writing a comment, JIRA triggers an 'Issue Updated' event

      When attaching a file and writing a comment through the 'Attach Files' screen, the system triggers an 'Issue Updated' event and sends only one notification, containing both actions (attachment and comment).

      It would be nice if we have these events triggered separately, the comment should fall under the 'Issue Commented' event and the file/screenshot attachment should fall under the 'Issue Updated' event. Otherwise, if a user doesn't want to get notified every time the issue is updated but want to get notified whenever a new comment is added, the user will receive nothing.
