An administrator should be able to delete all filters even if they are not the author.
The solution for JIRA-6561 was that the admin can change shared filters. But why not all filters? Our case is that deactivated users (set to no groups) is still sending out subscriptionreports by email. The solution could also be so the admin can change the owner of every filter. Then can another user delete the filter.
