Since customers pay for new features, and improvements, our PMs always set a 'Estimated time' when creating issues.
But developers are not forced to log work done when they resolve or close an issue. I think there should be the feature for administrators to force their users to log work done for certain projects, otherwise the estimated time feature could result unusable.
