When a transition is not available it should have the option of showing up greyed out with a mouse over text to show why it is not available

    Description

      When a transition is not available it should have the option of showing up greyed out with a mouse over text to show why it is not available.

      So when you make something like the following to try and enforce people having to log time on a issue before it is resolved. You end up with the "Resolve Issue" link not showing up as it did not meet the condition. It would be very nice to have part of that "Group Condition" the option to still show the link but with a message saying why it is greyed out.

      Then you win in most cases. User can see that resolve is available just that the issue currently doesn't meet the requirements (or they don't). And mouse over the "Resolve Issue" link and they will see WHY.

      Example Condition:

      Conditions
      Add a new condition to restrict when this transition can be performed.

      Only users with Resolve Issues permission can execute this transition.
      Add grouped condition | Edit | Delete
      — AND Add condition to group | Switch to OR
      The field Time Spent will have to be not equal to value NULL . Compared like String .
      Add grouped condition | Edit | Delete
