Summary

The permission Manage Issue Layouts permission was introduced in Jira Cloud so now users can receive the ability to manage the project's issue layout without the need of receiving the Administer Projects permission.

On the other hand some admins might want a way to prevent some admins from managing the project's issue layout, which is currently not possible that Administer Projects still inherits that permission.

Suggestion

Decouple the Manage Issue Layouts permission from the Administer Projects
permission so admins can have a setup where not all admins can manage a project's issue layout.
