When a project admin changes the issue view layout, it changes for everyone in the project.  With company managed projects, there is typically a desire to maintain standardization and this is not ideal.

Further, there are other functions that you need to be a project admin for (such as managing components, etc) and not everyone should have this permission.

Since you can disallow creation of team managed projects for the reason of maintaining a level of standardization, you should be able to disallow changing the issue view layout.
