      Ability to restrict system fields in the layout by removing the "Manage Issue Layout" permission

      Currently, project admins can still edit the system fields in issue layouts - even without the "Manage Issue Layout" permission. This is related to the FR JRACLOUD-93124.

      It would be nice if by removing that permission, users couldn't add either Custom or System fields (like Original estimate).
