Choose what project administrators can administer in Jira

      Currently, project admins can adjust issue layouts (https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-layout/). We don't want that and want to restrict it. We need granular permission to achieve this.

      Project admins can easily change it and break the whole project. We would at least want to know who causes it, but currently, the changes in layouts are not logged
