Issue Summary

Non-English issue summary in Jira notification (not an email notification) is garbled.

Steps to Reproduce

1. Create an issue with Non-English summary such as 'テスト' (Japanese)
2. Trigger the notification (ex. mentioning a user)
3. Check the in-product notification by clicking the bell icon

Expected Results

We see the notification like below:

XXX mentioned you in a comment - 5 minites ago
テスト
SS-71 WATING FOR  APPROVAL
@YYY this is a test

Actual Results

We see the notification being garbled like below:

XXX mentioned you in a comment - 5 minites ago
<garbled characters>
SS-71 WATING FOR  APPROVAL
@YYY this is a test

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
