Introduce 'My Organization' as a default sharing option for filters and dashboards

Navigate to System Settings > Default User Preferences > Default sharing for filters and dashboards. You may choose either Private or Public:

Add 'My organization' as a default value

Setting "Default sharing for filters and dashboards" to "Public" makes the default saved filter setting Viewers: My Organisation.

Public setting:
<your site name>.atlassian.net/secure/admin/ViewUserDefaultSettings.jspa

If you set "Default sharing for filters and dashboards" to "Public", Viewers will default My Organisation when saving a filter:
