I don't see any strong reason why we make filters PRIVATE by default.
You create a filter most of the times to share the link with others.
And you don't want to keep it yourself.
I know there are cases where you create filters just to be viewed by you but a good 80-90% of the cases you create the filters to share with the team or to send a report.
Note
Jira filter visibility can be set at a user level: <your site name>.atlassian.net/secure/admin/ViewUserDefaultSettings.jspa
But the edit permissions will always default to "This filter is only editable by you."
