Should have a separate settings for managing in-app notifications.

Jira should have a separate settings to manage the in-app Jira notifications and for email notifications.
Currently, both notifications are managed from the personal settings which is also used for email notifications.
In this way, we cannot manage email notifications separately than of in-app Jira notification panel.
