Provide access to the Incoming mail logs

      NOTE: This suggestion is for JIRA Cloud.

      Problem
      Unable to monitor the email connectivity to the default Cloud mail server as well as any custom mail server and its incoming mail handlers.

      Connectivity logs are available for default email accounts for JSD projects.
      Same way, connectivity/handling logs should also be made available for default cloud mail server.
