Allow users to set Assignee when creating a sub-task / child issue in the New Issue View

    Description

      Currently, it appears that users can not set the Assignee at sub-task creation in next-gen projects and must do so after sub-task creation. This then bombards the default Assignee with emails pertaining to the Assignee change.

      It would be nice if the Assignee was configurable at sub-task creation to avoid these emails.
