On the new issue view, unable to reuse the added attachments in the comment.

Environment

• New issue view

Steps to Reproduce

1. Create an issue and add an attachment to the issue
2. Attempt to comment on the issue
3. Add the attachment to the comment.
   • Notice there's an option to show the list of current attachments like Old Issue View:
     
   • So, use wiki markup instead.

Expected Results

Can add a thumbnail of the attachment to the comment
