Original Estimate CSV values less than 1h will not import from issues import when time tracking set to Hours

    Description

      Method 1 = User import issues
      A normal user can click the elipses icon when viewing a list of issues to reveal a menu item "Import Issues from CSV"

      Method 2 = Admin External System Import
      A SysAdmin user can use the External System Import features under the Site Administration area to import issues from a CSV

      Using the same CSV import file for all steps.

      If Time Tracking is set to Hours

      Method 1 any values in Original Estimate that are less that 3600 are created in JIRA as 0m.
      Method 2, these same values are correctly shown in JIRA as 15m, 30m, 45m, etc etc.

      If Time Tracking is set to Minutes

      Method 1 works as expected.
      Method 2 works as expected.
