Summary

When importing issues from CSV, the users set in the reporter/assignee field within the CSV will be imported to the instance. You're prompted to select if you want the users to be imported as active or inactive. The users are being automatically imported as active regardless of the option selected.

Steps to Reproduce

1. Create a CSV file with a reporter column and a summary
2. Import the file using the External System Import
3. Map the Summary and Reporter fields
4. Select to import the users as inactive

Expected Results

The users will be imported as inactive following the option that you've selected

Actual Results

The users are imported as active with application access
