Current Behavior

Currently for Issues CSV Import, for assignee and reporters, it will always be created as ACTIVE users in JIRA where the users will be assigned application access and will receive the e-mail invitation. This creates a problem in a scenario where the users are not longer working in the company / the users are not longer active.

Proposed Solution

To have an option to set the users as active / inactive for assignee and reporters when doing the CSV import. The admin can choose whether to set the created users as active / inactive
