      Steps to Reproduce

      1. Create an issue
      2. Log Work on it
      3. Check the time on the Work Log on the Edit screen
      4. Check the time on the Work Log tab

      Expected Results

      Both dates show same time

      Actual Results

      Edit Screen shows the time from the instance time zone

      Work log/History Tab shows the time from Profile settings
