JIRA Labels Gadget no longer works properly

      Steps to reproduce

      1. Add labels gadget into your system dashboard
      2. Click on any labels in the gadget

      Actual Result
      It displays random issues.

      Expected Result
      Displays list of issues with the chosen label.

      Additional NOTES
      This is not limited to the labels gadget, the problem in the generation of issue navigator urls affecting several components in JIRA.
