The Program Room shows always the same top message

      Issue Summary

      If we toggle off the Progress widget in the Program Room for performance reasons, the top statistic information is no longer updated when navigating from one program to another.
      The message:

      X Features, YY Stories, ZZ Total Story Points Planned

      appears in the program room of all the programs (and provides an incorrect count summary).

      Steps to Reproduce

      Pre-requisite: Have several programs associated with a Program Increment and containing features, stories etc..

      1. Navigate to the Program Room of one of the programs.
      2. Select the "View Configuration" setting
      3. Toggle OFF Progress card widget:
      4. Click Apply
      5. Notice the values in the stats info
        For example:
      6. Navigate to another program
      7. Notice the values in the stats info

      Expected Results

      To be determined by the Product Manager

      Actual Results

      The information in the statistic top information message shows the same information for all the programs.

      Toggle ON the Progress card in View Configuration.

            FYI on this fix - it hides the top-level statistics when the progress toggle is off. They will remain available when the progress toggle is on.

            Hiya, everyone! The problem here is that top-level statistics may be incorrect when the progress toggle is off. When the progress toggle is on, the top-level statistics are correct. In 11.4, we will push a fix that hides the top-level statistics when the progress toggle is off. They will remain available when the progress toggle is on. Separately, we are working to re-enable the top-level statistics when the progress toggle is off. We do not have timing on that fix just yet.
