Issue Summary

If we toggle off the Progress widget in the Program Room for performance reasons, the top statistic information is no longer updated when navigating from one program to another.
The message:

X Features, YY Stories, ZZ Total Story Points Planned

appears in the program room of all the programs (and provides an incorrect count summary).

Steps to Reproduce

Pre-requisite: Have several programs associated with a Program Increment and containing features, stories etc..

1. Navigate to the Program Room of one of the programs.
2. Select the "View Configuration" setting
3. Toggle OFF Progress card widget:
   
4. Click Apply
5. Notice the values in the stats info

6. Navigate to another program
7. Notice the values in the stats info
