Program Board: Team objectives appears duplicated if they have a Target Completion Date set

Issue Summary

When a Team Objective is created, be it Feature Finisher or Milestone, if Target Completion is added, the Objective will appear duplicated on the Program Board for that Program + PI.
See one example, where Objective 647 only has the Target Sync Sprint:

And when the Target Completion Date is added:

Steps to Reproduce

1. Create a Team Objective
2. Fill the Program + PI
3. Add a Target Sync Sprint
4. Add a Target Completion Date that is inside the Sprint
5. Now go to the Program Board
6. On Tier 1/Config Bar select the Program + PI
7. See the Objective duplicated

Expected Results

The Objective will only appear once.

Actual Results

The Objective appears duplicated

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
