Jira Connector: Allow Jira to overwrite data issue [JIRAALIGN-2212]

Issue Summary

This issue is somehow related to JIRAALIGN-1874. When we set "Allow Jira to Overwrite data" it is expected that Jira takes precedence. However, even if that's enabled, we are still getting the error "No changes were pulled in from Jira because there is a Jira Align update waiting to be pushed to Jira"

Steps to Reproduce

1. Integrate a Jira project.
2. Set Program A to Project A and Program B to Project B
3. Set the following in Jira Settings > Jira Setup
   • Enable Feature Sync = Yes
   • Allow Jira to Overwrite Data = Yes
4. Create a Jira Epic/JA Feature A in Program/Project A
5. Wait for it to sync
6. Once synchronized, update Feature A's program to Program B. (Should not be allowed and this is JIRAALIGN-1874)
7. Now update Feature A in Jira.
8. Wait for it so sync and check Feature A's audit logs.

Expected Results

Jira should take precedence(Allow Jira to Overwrite) and the feature should successfully sync, when Enable Feature Sync = Yes, Allow Jira to Overwrite Data = Yes. 

Allow Jira to Overwrite Data. It is usually set to No. Select Yes to allow the Jira data to overwrite the
Jira Align data when the data is changed at the same time and there is a conflict.

Actual Results

Sync did not occur and audit log displays "No changes were pulled in from Jira because there is a Jira Align update waiting to be pushed to Jira."

Workaround

NOTE:

• Please consult with your SA before doing this.
• Use this workaround if the source of truth is Jira.

1. Temporarily set "Enable Feature Sync" to No. This will disable Jira Align - Jira feature sync.
2. Update the work item in Jira to trigger a sync/run a custom JQL if more items are affected.
3. Once the work items are updated and synced successfully, set "Enable Feature Sync" to Yes.
