Administration - Allow Jira to Overwrite Data option seems to be not prioritizing JS data push

Issue Summary

In a scenario when you  update your Jira and corresponding Jira Align Feature at the same with the JA option Allow Jira to Overwrite Data turned on the sync get stuck and presenting the following message:

No changes were pulled in from Jira because there is a Jira Align update waiting to be pushed to Jira

Steps to Reproduce

1. Sync a Feature between Align and Jira Software
2. Set to YES the JA option Allow Jira to Overwrite in JA > Administration > Jira Settings
3. At the same time write in both JA and JS a new description and save them
4. Note in Jira Align you will receive the message "No changes were pulled in..." and no data will sync to any direction
5. And if you write at the same time different fields in Jira and in Align (Description and Summary for instance) Align will always prevail in a concurrence

Expected Results

with the option Allow Jira to Overwrite Data set to YES Jira information sync suppose to win any concurrence and not let the sync get stuck.

Actual Results

Jira Align is overwriting the data sync or in case of the same field concurrence having the sync stuck:
